Passport Services – General Information

Please note that applications are required to contact BLS International Services Canada directly for submission of duly completed application forms. (i) General guidelines:

  • Original passport must be submittted along with the application for re-issue of passport.
  • All copies of documents should be self attested (sign & date).
  • Additional documents may be required for verification depending upon the documents submitted.
  • In case of applicants holding PR in Canada, a copy of landing paper is also required.
  • The passport application can not be submitted with any name (applicant/parent/guardian/spouse) with an ALIAS/AKA.
  • An ordinary passport is valid for ten years from the date of issue. However, the Passport Issuing Authority (PIA) can issue passport even for a shorter duration.
  • Minors between the age of 15 and 18 years have a choice to opt between a passport validity of 5 or 10 years.  Fee for the applicable duration need to be paid.
  • Application for reissue of passport can be submitted from one year before expiry of passport. 
  • The applicant should have a Canadian address proof within the Consular jurisdiction of Consulate General of India, Vancouver i.e. Alberta, British Columbia, Saskatchewan, Yukon Territory and Northwest Territories.
  • If passport expired more than one year prior to the date of submission of applicaton, a self declaration on plain paper explaining the reason for late renewal must be submitted.
  • If passport expired more than three years prior to the date of submission of applicaton, a search letter from the Citizenship and Immigration Canada and affidavit needs to be submitted.
  • If the applicant is holder of Work permit under case type 27/28 or PR under FCH/HC category, a letter from Immigration and Refugee Board (IRB), Canada is required.
  • If the applicant’s legal status in Canada has expired, a letter from Immigration and Refugee Board, Canada is required.
  • After submission of application, no further changes are permitted.
  • The Consulate shall not be responsible for errors in passports due to incorrect details filled in by applicant in the application forms.  Applicants are advised to verify and confirm their personal particulars before application is submitted to BLS.
  • Fee once paid/submitted will not be refundable. For further changes/resubmission of application, fresh fee will have to be paid.
  • Processing time would depend on the availability of clear police verification report from concerned authority in India.
  • Printed passports will be sent back to BLS centres for dispatch to the applicant.

(ii) Tatkaal services : Kindly contact Passport Section, CGI Vancouver by e-mail: ppt[dot]vancouver[at]mea[dot]gov[dot]in . Please provide scanned copies of (i) First and Last page of passport; (ii) 2 Indian photo IDs; (iii) Current Status in Canada (PR/Work Permit/Study Permit/Super Visa only); (iv) Self-explanatory application for seeking tatkaal service.

Following categories of applicants cannot apply under tatkaal passport scheme:

  • Lost / Damaged beyond recognition / stolen passport
  • Renewal of Short Validity Passport
  • Major change in name
  • Change in sex
  • Change of appearance
  • Change / correction of date of birth
  • Change / correction of place of birth
  • Change in signature
  • Change of father / mother name
  • If the applicant is adopted
  • Minors whose parents are separated/divorced

(iii) Fresh passport for new born child: Fresh aassports for children newly born in Canada can be applied only after birth of the child is registered with the Consulate.  It may be noted that children cannot hold Canadian and Indian citizenship/passport simultaneously. (iv) HOW TO SUBMIT THE PASSPORT APPLICATION (DOCUMENTS REQUIRED AND GUIDELINES FOR FILLING APPLICATION):

  • Duly filled in online application form (available at Passport Seva at Indian Embassies and Consulates (passportindia.gov.in)). Kindly ensure to mention one Indian and one Canadian address in the Passport application form.
  • A recent photograph pasted on the application form of size (2inch x 2inch) with plain white background and the dress in preferably in colours offering contrast with background for clarity. Please refer toPhoto Specifications 
  • Original passport of the applicant.
  • A copy of first and last page of the current passport.
  • A copy of legal status in Canada (PR card / study permit / work permit / visitor record).
  • A copy of landing paper.
  • A copy of proof of address (copy of driving license or any other government issued address proof).
  • Addition or deletion of spouse name: Annexure E form

In addition to the above the following documents are required as per the respective cases mandatorily:

  • PASSPORT EXPIRED FOR MORE THAN ONE YEARSelf-declarationon plain paper explaining the reason for late renewal.
  • For MINOR APPLICANT:

1.Annexure D signed by both parents.   Or, In case the minor is currently with a single parent/guardian- Annexure C along with proof of the guardianship/reason why second parent can not countersign/divorce certificate etc. should be submitted)

2. Copy of passports of both the parents or guardian. (Note - In case the minor is in the custody of a single parent/guardian only his/her passport copy is required)

3. Address ID proof of either of the parents or guardian. (Note - In case the minor is in the custody of a single parent/guardian only his/her address ID copy is required)

 In cases of applying for Minor's passport in India, the parents/guardians may get the Annexure D or Annexure C as applicable attested from the Consulate. For information please click here.

  • For LOST PASSPORTAnnexure F along with the Police Report clearly mentioning the lost passport details are mandatory.
  • For CHANGE OF NAME (This facility is available only for applicants residing in Canada continuously for over 3 yearsand having Permanent Resident, Work Permit or Study Permit  ‘Visitor Permit’ holders can’t apply for change of name in passport:

1. Clippings of two prominent newspapers (One in India and one in Canada) and at least two Canadian documents as ID proof of the new name of the applicant

Or,

2. Clippings of two prominent newspapers (One in India and one in Canada) and at least two Indian documents as ID proof of the new name of the applicant

Or

3. Clippings of two prominent newspapers (One in India and one in Canada) and publication of the change of name in the Gazette Notification of India

Note: For change of surname due to Marriage / Remarriage / Divorce: Only self-declaration on plain paper is required.

Other requirements: All signatures in the application form should be signed with ballpoint pen of blue or black ink and should exactly fit in the prescribed signature box. Those who cannot affix their signature like infants, minors or illiterates they should put their thumb impression in place of signature (male should use left thumb impression and female should use right thumb impression).

(v) IMPORTANT:

  1. The Consulate can ask for additional documents from the applicant, if needed, for verification during the process of issuing the passport.
  2. The applicant should ensure that the name of the police station as mentioned in passport application is the same one, under whose jurisdiction the applicant’s Indian address falls.
  3. It is an offence under the Passport Act 1967 to furnish false information in the application. Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.

(vi) FRESH PASSPORT FOR A CHILD BORN IN CANADA TO PARENTS HOLDING INDIAN PASSPORTS

In such cases, the child can acquire Canadian citizenship due to his place of birth being Canada. In case parents wish to obtain Indian passport for the child, birth registration with the Indian Mission is required before applying for passport for the newborn. Both the parents should sign a declaration of non-acquisition of Canadian nationality by the child and consent to issue of Indian passport to the child. It may be noted that Indian rules do not allow dual citizenship and therefore, the Canadian citizenship is required to be renounced before acquiring Indian Citizenship.

You will need to fill online passport application on this link and countersigned by both parents. Copy of the record of landing or immigration document/PR card of the child and the parents would be needed. Also submit a copy of the birth certificate of the child showing the names of the parents. Personal appearance of the child may be required in some cases. Please also see the requirement for a normal Passport Re-issue case given above.
